The conflict in Ukraine has aggravated an energy price crisis that had already started after the end of the lockdown due to the pandemic. Meanwhile, during 2022, many governments, including the Italian one, have signed new contracts to buy natural gas and reopen coal plants
.
But little space is given to energy efficiency policies, to the development of renewables, to electric and sustainable mobility. But as the International Energy Agency has pointed out, high energy prices make renewables not only more competitive, but they ensure that the green transition can become an extraordinary opportunity for investment and employment. It is therefore necessary to accelerate the ecological and energy transition of our country as soon as possible
.
For this reason, Kyoto Club makes 10 proposals to be approved during the 19th legislature to structurally address the energy and climate crisis. In particular, the Association asks first of all to
:
— review as soon as possible the National Energy Strategy (SEN), which remained unchanged five years ago;
— update the PNIEC (Integrated National Plan for Energy and Climate), evaluating the objective of increasing renewable energy production by 2030 from 37% to 55%;
— intensify action against hydrogeological risks and adaptation policies by finally issuing a new National Plan for Adaptation to Climate Change (PNACC) still closed in 2018;
— aim for the zero waste goal;
— support the development of the circular bioeconomy;
— unlock the authorizations on renewables and update the Fer2 decree of the previous Government;
— eliminate all tax benefits for gas boilers and other fossil fuel plants;
— stabilize and decarbonize the Superbonus;
— adopt a law to stop land consumption;
— approve the implementing decrees of the Renewable Energy Communities;
— support digital and sustainable transformation;
— invest about 3.2 billion euros in cycle paths and services for cyclists over 7 years, equal to 500 million per year;
— progressively cancel Environmentally Harmful Subsidies (SAD).
Meanwhile, the 27th United Nations Conference on Climate Change (COP27) took place in Egypt, in Sharm el-Sheikh, where, however, the need to drastically accelerate the race for renewables, efficiency and electrification, the circular economy and at the same time reduce the use of fossil fuels has not found a sufficient boost, also due to the resistance of countries that produce gas, oil and coal.
Climate change is getting worse, with increasingly dramatic impacts — the last in chronological order, the terrible events of Casamicciola. Between record heat, intense downpours, hailstorms, whirlwinds and floods, the impact of climate change is there for all to see and the data on the acceleration of these phenomena are increasingly worrying. “We are on a highway through climate hell with our feet on the accelerator,” said the Secretary General of the United Nations, Antonio Guterres, at the opening of COP27

“The acceleration of the climate crisis is dramatic, as documented by the most recent data presented by the World Meteorological Organization at COP27 in Sharm el-Sheikh and as demonstrated by the extension of summer temperatures until late autumn and the recent events in Marche and Ischia. It doesn't take scientists to realize that a radical change is needed
.
The biggest obstacle remains cultural: building together a different model through circular bioeconomy, renewable energy, zero-emission agriculture, sustainable mobility and energy efficiency with a strong information and awareness raising action, is possible.
The private part of the economy, as we always say, plays a fundamental role, but equally central is the task of the public and of politics. This is why it is important to coordinate to arrive, together, at tangible results as soon as possible: this is why we hope that the policy will be capable of foresight and will prepare a 2023 Budget Law based on the decarbonization of our economic system, supporting its strengthening at the level of the
European Union.
And we propose, with the 'Decalogue for Climate' that we are presenting today, that the legislature that has just opened be marked by collaboration between the majority and the opposition forces to accelerate the ecological transition of our country, a win-win solution, which is good for the economy, the environment, employment and contributes to a better quality of life for all of us.” This was stated by the CEO of Novamont and President of Kyoto Club, Catia
