Fair compensation, the bill will restart with 'adjustments'

Fair compensation, protection for professionals, ISCRO, aggregations between professionals, pension provision, digitalization of professions.

These are the issues addressed on Monday at the meeting between representatives of the Professional Orders, Funds and Trade Unions and the Minister of Labor and Social Policies, Marina Calderone, who asked for proposals and reflections to “seize the challenges of this time and respond with pragmatic solutions to the many requests in place”.

“We work for objectives and on concrete aspects - said the Minister -, implementing that table for the self-employed provided for by Law 81/2017: a starting point for rethinking the relationship between professions and institutions and the community.”

“The time has come to start again from the protections of professionals and self-employed workers, which have remained in the drawer for five years, namely welfare, self-employment desks, training, social safety nets,” said the president of Confprofessioni, Gaetano Stella, at the end of the meeting.

“We thank the Minister of Labor Marina Calderone for today's meeting, which saw the participation of pension funds and professional associations and which represents an important stimulus to achieve results for the professions that have failed in recent years, due to the lack of attention from recent governments and the pandemic emergency that has dramatically increased the differences between self-employed workers and employees, especially in the field of welfare protections” - added Stella

Stella called for a quick process for the bill on fair compensation for the performance of freelancers. Minister Calderone - the president of the Association of Private Pension Institutions (Adepp) Alberto Oliveti told ANSA - “said that we will start from the current text”, that is, from the bill that had Prime Minister Giorgia Meloni as its first signatory, presented in the last legislature, and which came close to rsquo; final approval, before the fall of Mario Draghi's government

Oliveti added that the Minister was willing to make 'adjustments' to the measure relating to fair remuneration for services rendered by self-employed workers, which should concern both 'disciplinary asymmetries' and 'sizing', since the bill of the FDi leader established, in its latest version, that fair compensation should be applied by companies with at least 50 employees and with at least 10 million annual revenue

According to the president of Confprofessioni, there are “numerous fields in which it is necessary to intervene: from the strengthening of the ISCRO (Extraordinary Income and Operational Continuity Allowance), which represents the first real social shock absorber for the self-employed and VAT numbers, to the proper functioning of the self-employment desks that have never taken off. It is then necessary to intervene to relaunch training and professional orientation, focusing on STEM disciplines that can provide new employment opportunities for thousands of young people

“The starting point for relaunching the competitiveness of the professional sector is digitalization. In the PNRR, huge resources are allocated for businesses and for the Public Administration, but nothing for the liberal professions. With a view to reviewing the Plan, it would therefore be appropriate to provide a special chapter for the digitalization of professions, while encouraging aggregative processes and eliminating the regulatory barriers that divide businesses and professionals”

In general, Minister Calderone declared her full willingness to address the issues that emerged during the meeting with Confprofessions, Cases and Orders, announcing that a new table will be convened after the approval of the budget law.

The same issues — ISCRO, training, fair compensation and welfare — were addressed in the second meeting, held yesterday, with representatives of non-regulated professions (ex Law 4/2013).

The priorities now are women and young people - concluded the president of Colap - in the conviction that if we work well on welfare for the self-employed, many women's problems, mostly related to parenting, will also be solved
