Tests and usability

The final phase of testing and completion of work (which includes Commissioning, Defects Liability and Project Control) is of fundamental importance for the closure of the project. It consists of a definitive quality check and confirmation of the work's full adherence to the set objectives. At this stage, a final evaluation of all the works is carried out, ensuring compliance with every technical and regulatory requirement.

The main activities carried out during the final phase of work and testing include:

List of defects and non-compliances: identification and recording of any defects or inconsistencies found during final inspections.
Definition of the final balance of the works: calculation of the residual value of the works, based on contractual agreements and any changes made during construction.
Monitoring the start-up of plants and equipment: verification of the correct start and operation of all installed systems and systems, such as electrical systems, HVAC, plumbing and others.
Collection of as-built documents and user manuals: collection and organization of “as-built” documentation, which describes the changes made compared to the original projects, and operating manuals for the use of plants and equipment.
Collection of regularly executed documentation: verification of the compliance of the processes and materials used, through quality controls and declarations of conformity provided by suppliers.
Verification of guarantees: collection and control of the guarantees provided on the materials, equipment and plants installed, to ensure that they comply with the contracts stipulated.
Periodic inspections of maintenance activities: monitoring of maintenance operations during the testing phase, ensuring that all activities are carried out correctly and without interruption.
Final inspection and test signature: at the end of the checks, a final inspection is carried out, followed by the official signature of the test, which certifies the completion of the work and the suitability of the work.

The final phase of the work ends with the Certified Accessibility Report (SCA). Since 2016, following the changes introduced by Legislative Decree no. 222 of 25 November 2016, this document has replaced the previous certificate of viability. The SCA, issued by the construction manager or the designer, certifies the compliance of the work with current regulations, its full functionality and safety for use, allowing its use.
