Construction site safety

Safety in the workplace and on construction sites in particular, is a crucial and always current aspect. The Consolidated Law on Safety (Legislative Decree 81/2008 and subsequent amendments) has made significant changes to the previous legislation (Legislative Decree 494/1996), establishing that safety on construction sites is an essential requirement, to be planned in all situations in which several companies are involved. There are no exceptions to this principle, which is now a fundamental obligation for the protection of all those involved in construction operations.

Safety on construction sites is divided into three main areas of intervention:
  • Identification and assessment of risks: the first fundamental step consists in the accurate analysis of all the real risks present in the construction site. Starting from this assessment, the most suitable preventive and protective measures are defined to minimize hazards for workers and people present on the site

  • Communication of risks and preventive measures: it is essential that all those involved in the project are informed about the risks identified and the prevention measures taken. This is done through correct information and the use of appropriate signage

  • Implementation of safety measures: the planned measures must be applied during the executive phase of the project, adapting them to the needs that may emerge as the work progresses, always keeping the focus on preventing accidents and injuries.
Construction site safety
To ensure safety throughout the entire life cycle of a construction site, it is necessary to adopt specific planning and management tools:
  • Safety and Coordination Plan (PSC): fundamental document for coordinating and managing safety on a construction site with several companies involved.
  • Security Operational Plan (POS): drawn up by the contractor, describes the specific security measures for the activities carried out.
  • Replacement Security Plan (PSS): adopted in case of emergencies or changes to the initial security conditions.
  • File with the characteristics of the work (FO): collects technical information on the building, useful for managing security during the life cycle of the work.
  • Record of audits and periodic meetings: it is essential to record all meetings and checks carried out to ensure compliance with safety regulations.
A fundamental aspect of construction site safety is the identification of responsible professional figures, each with specific tasks and duties:
  • Client: responsible for the appointment of the various subjects involved in the security process.
  • Sole Responsible for the Procedure (RUP): general supervisor of operations, ensuring compliance with safety regulations.
  • Work Manager (RL): figure who oversees the operational management of works, with attention to safety.
  • Safety Coordinator in the Design Phase (CSP): he is responsible for planning security measures during the design of the work.
  • Safety Coordinator in the Execution Phase (CSE): monitors the application of security measures during the construction of the construction site.
  • Contractor and Subcontractors: they must comply with all safety regulations and implement the measures provided for in the operational plan.
  • Self-employed workers and employers: responsible for individual and collective safety on construction sites.
  • Technical director or construction manager: operational figure who ensures the effective application of safety measures during the execution of the works.
  • Director of Works (DL): responsible for ensuring that the works are carried out in accordance with safety regulations and planned plans.
