New Procurement Code, the construction chain asks to be involved in the drafting

Yesterday, however, the construction chain (ANCE, Anaepa ConfArtigianato Edilizia, Assistal, Claai, Cna Costruzioni, Confapi Aniem, Confcooperative Lavoro e Servizi, Fiae Casartigiani, Legacoop Production and Services, Oice, Ucsi), aware of the new challenge that awaits it for the construction of the works of the PNRR and beyond, declared that it is ready to make its contribution to the new Procurement Code.

To this end - reads the press release - trade associations and professionals in the sector, while aware of the extreme tight time available for reform dictated by the deadlines negotiated with the EU and thanking the Council of State for the work done and the Government for its willingness to compare, ask to be able to be involved with the aim of providing the country with a crucial tool for starting construction sites and not repeating the mistakes of past.

With this spirit, the supply chain aims to provide maximum collaboration in the rewriting of the rules, starting from an official regulatory framework, complete with the numerous annexes planned, currently still missing, to arrive at a text that can take into account the contribution of those who are confronted with the rules every day on the construction site. But the unions have also spoken out about the process of rewriting the Code: “the government wants to get its hands on an extremely complex matter, the reform of the Procurement Code, without any comparison with the only ones able to provide elements of in-depth knowledge, that is, the representatives of workers and businesses, with the inevitable ending taken for granted: blocked works”.

The Secretary General of Fillea CGIL, Alessandro Genovesi, said this Monday, commenting on an action that comes “after the recent decree on superbonuses and accrued tax credits, which is in fact blocking construction sites throughout Italy and risks blowing up hundreds of companies and thousands of jobs.”

For Genovesi, “the Council of State has produced quality work, with some innovative ideas, but there are several points to clarify better and others to correct, not only in line with the principles of delegated law 78/2022, but to protect the rights, collective agreements, health and safety of workers.”
